[DirectAccess] hotfix : More than 1 000 rules in the NRPT causes no rules to be loaded into memory in Windows

Microsoft recently released a hotfix for Windows Server 2012 and Windows 8 aout the NRPT.


Indeed there's a limit of 1 000 rules on the NRPT, and this limit is not enforced while configuring the gateway. And no rules are loaded into memory when this limit is exceeded.
